Integrated Transformation Leadership
Making Complexity Governable
Complex transformation becomes governable when leadership can see how outcomes, dependencies, decisions and operational consequences connect across the whole delivery environment.

A transformation does not become integrated simply because every team has a plan.
It becomes integrated when leadership can see how outcomes, dependencies, decisions and operational consequences connect across the whole transformation.
The organisational problem
That was the challenge within the approximately £300 million Tribunal Transformation Portfolio, part of the wider £1.3 billion HMCTS Reform Programme.
A shifting portfolio of up to 24 multidisciplinary teams was delivering services across Civil, Family and Tribunals.
Delivery also depended on shared digital capabilities, multiple suppliers, live operations and adoption teams progressing at the right time and in the right sequence.
The problem was not a lack of activity. The problem was turning individually credible plans into one coherent and executable transformation.
The intervention
Our Founder and Principal Transformation Lead, Tayo Tawose, combined senior transformation leadership with direct technical and delivery integration.
The intervention brought programme and service teams together around:
- Shared outcomes and integrated roadmaps.
- Decision-grade governance and delivery visibility.
- Explicit ownership of cross-programme dependencies.
- Scrum of Scrums and focused integration workshops.
- Direct intervention where constraints threatened delivery.
- A weekly programme demonstration connecting approximately 50 teams.
- Earlier involvement of live operations in code review, release visibility and assurance.
What changed
The Tribunal Transformation Portfolio was assessed through the HMCTS Reform Programme's Red Team Review and rated Exemplary.
Tribunals became the first jurisdiction to complete its full transformation and transition successfully into BAU, approximately 12 months ahead of the remaining programme.
The transformation also achieved:
- A reduction in the combined release-assurance pathway from approximately eight weeks to approximately two weeks.
- 28% of cases were resolved earlier between Q3 2024 and Q3 2025.
- A reduction in cases without an action or decision to below 1%.
The leadership lesson
Complexity does not become governable because reporting has been simplified.
It becomes governable when leadership can see how delivery connects, where value is at risk, who owns the consequential dependency and what decision is required next.
If teams are busy but their plans are not converging into one executable transformation, the problem may sit within the delivery environment connecting them.
That is the difference between monitoring a collection of projects and leading an integrated transformation.
